Current and proposed California Air Recources Board Regulations mandate engine emission reductions through a combination of programs that range from replacement, repower and retrofit, to fines for not complying with current regulations, which can be summarized as follows:
1. Forced retirement of old non compliant equipment
2. Incentive programs (Good Movement Program and Carl Moyer Program) that
would assist in the cost to either replace, repower or retrofit3. Roadside smoke check programs or Heavy Duty Vehicle Inspection Program
(HDVIP)4. Periodic Smoke Inspections Program (PSIP)
State and local authorities are highly resolved to implement and enforce these regulations.
